Top-up session for Level Three ‘Safeguarding for Designated Safeguarding Leads / Officers in Higher Education’
This half-day Level Three top-up session is for those who have completed our Level Two course. It focuses on senior or leadership aspects of safeguarding, including making external safeguarding referrals and responding effectively to some of the more challenging situations that can arise.

About the event
This is a top-up half-day online event – open only to people who have already completed our Level Two safeguarding course. This half-day Level Three top-up session will build on what you covered in our Level Two course by focusing on senior or leadership aspects of safeguarding.
Starting with an initial case study, we will explore the key aspects of making decisions and advising other people about what they need to do in relation to a safeguarding concern or disclosure.
We will also focus on when and how a university/HEI needs to make an external safeguarding referral (to a local authority, to the police or to other external bodies), including how we might respond effectively to some of the more challenging situations that can arise when making external referrals. This includes referring a concern relating to an adult at risk externally without the adult’s consent, or knowing when a university/HEI should refer a case to the Disclosure and Barring Service.
We will also consider what an effective safeguarding policy or effective safeguarding protocols look like at a team level or institutional level.
This top-up session covers England, Wales, Scotland and Northern Ireland. We will explore key differences in the legal and regulatory frameworks between England, Wales, Scotland, and Northern Ireland, given that the different parts of the UK take different – in some cases, markedly different – approaches. This is important as universities/HEIs will often engage with students, staff members and others from all parts of the UK. At the same time, given that the primary focus of this course is on the practical skills required when fulfilling safeguarding responsibilities in a university/HEI setting, most of the course content will be equally relevant to all parts of the UK.
Who is this session for?
While anyone who has already completed our Level Two safeguarding course is welcome to complete this Level Three top-up course, our Level Three safeguarding training is primarily designed for colleagues with specific safeguarding responsibilities within a university/HEI setting. This includes:
designated safeguarding officers (DSOs) or designated safeguarding leads (DSLs) within a university, HEI or related setting,
safeguarding contacts within a faculty, department or professional services team – particularly where this role might involve you providing advice to others on what they need to do to respond to a concern or disclosure,
nominated safeguarding leads for staffing-related safeguarding issues, student-related safeguarding issues, or in other contexts (e.g. research safeguarding lead, sport safeguarding lead, etc.)
anyone responsible for making decisions about the external referral of safeguarding cases (for example, into a local authority safeguarding team, safeguarding board, or the police), or,
colleagues responsible for overseeing or reviewing safeguarding policies or safeguarding procedures within an institution or function.
Learning outcomes
By the end of the half-day top-up session, participants will:
Feel confident when managing and making key decisions about safeguarding cases and when advising others on what they need to do in relation to a safeguarding concern or disclosure.
Build on what they learned previously in our Level Two course by exploring when and how to refer a safeguarding concern externally (for example, to a local authority adult protection or child protection team, safeguarding board, or the police).
Understand the key components of an HEI safeguarding policy and know how to think through, and review, safeguarding controls in a particular setting.
Feel prepared to handle some of the trickier scenarios that can arise when advising others on safeguarding concerns or when making external safeguarding referrals.
Participants will receive a digital certificate of completion for the Level Three safeguarding course, in addition to the certificate they will have received previously for the Level Two safeguarding course.
